The Universal System

While S.E.E.R. is written to be an easy game to play when you get to the table, where the real magick of the game happens, is in the customization options. As an “agnostic” wargame with universal rules, the ClockTower team wanted to put a lot of weight in making the only real limitations your imagination and the models you have available. Using tuned point-buy systems, you can make a faction and roster to suit the exact play experience you’re looking for. Don’t worry, though. If you’re looking to just jump right in and get some games in, the books are going to be published with a good number of example factions and rosters.

Balancing such a wide variety of models and strategies was tough, but we think we’ve figured it out. With a few early choices in the process, you pick what level of technology you want to play with, then the type of force you’re playing. These two options determine a lot of your early options for stat bonuses, abilities, and equipment that’s available when you’re writing your roster.

Once you’ve written your faction, you use another pool of points to add models to your roster and then give them all of the stats, rules, and equipment you’ve chosen to have available during faction creation. These points balance the individual models and their roles against each other.

With a little imagination and effort, you can use all of the various options and rules as published to create a roster of models that are nearly exactly what you want them to be both in flavor and mechanically in gameplay. The system is designed from the ground up to be full of options and to maximize flexibility. It’s always fun to see what new opponents will bring to the table, and you never know what challenges might be around the corner for your intrepid band. From cosmic horrors, to historically accurate Great War trench fighters, battles in the Fylaxian Galaxy are always a wild and unpredictable affair.
